In the electricity market... the situation now becomes stable

Fragments of the speech by Olena Antonova, Energy expert, Commission Member of NERC, to which the rotation was applied, at the online conference "Energy Trading | Europe Ukraine" organized by Energy Club on May 19.

"This meeting is a demonstration that Ukraine will prevail because today we are discussing the future. Today under the war conditions in Ukraine the issues that had been being discussed in Ukraine and in Europe now have got pretty clear answers. For a long period of time in the past Ukraine had been communicating the basic statement the truth of which has been confirmed now: the energy sources are weapons; the military aggression follows the aggressive position taken by Russia in the energy markets; cheap energy sources are a trap and if you have a monopolist as the counterparty it can quickly turn into unpredictable impact on the economy.

Attacks at the energy front on the economies of the countries, like in the case of Ukraine, can develop into military attacks on people and territories. The whole concept of energy security for EU has been being discussed since the pricing shock the last year and now the analytics in Europe and from the European Regulator ACER point out to the war in Ukraine as main factor of the curve of events and a cornerstone for the further development of measures. The key energy policies that EU is looking at are discussed in the context of green transition; solidarity in Europe; joint procurement procedures for the gas in particular; further markets integration; removal of cross-border bottlenecks between the European countries; increased efficiency of renewable energy sources; and public interventions against price shocks.

Ukraine can be a part of the solution and implementation of all these measures. The proves:

The system is now under operational control with all the technical characteristics being supported;- for that my huge thanks and respect to the TSO and generating companies.

Eventually, we are the member ENTSO-E. But we have now less synchronization capacity than in pre-synchronisation time. In the past, under synchronization with Russia and Belarus it was above 3,000 MWt, and now we have below 2,000 MWt. This is the issue of cross-border electricity shrinking that Ukraine is currently facing.

In the electricity market, regardless to the demand shrinking and the issue of non-payments, the situation now becomes stable. SMEs start to operate. Physically destroyed infrastructure is being restored. Client payments are gradually growing. Disconnections are now not impossible. Ban on the disconnection of consumers was revised. That triggered payments and raised sustainability. The market model is sustained.

All of that shows that Ukraine is now reliable and strong partner.

In peaceful time we had market coupling along with the synchronization in our agenda. Upon the agreement of ENTSO-E now the energy flows have to be commercialized; this would be the win-win situation. For Ukraine this will end up less financial support from the EU to the restoration of the Energy sector, and for the EU this will mean strengthening of the energy security.

We should remember that Moldova, our partner in synchronization, is dependent from Russia; and the agreement concluded by our Ukrhydroenergo colleagues with Moldova also contributes to the energy security.

In all the developments in our markets we should remember that according to Green Deal, sustainable energy resources are the way to ensure energy security in the EU. And Ukraine has to remember that development of the sustainable energy resources in Ukraine also will be in the agenda: our energy mix has to be greener and cleaner.

Now in the times of war, RES producers will be put into different conditions that they were in peaceful times. We have to develop these priorities of cleaner energy.
