Energy Transparency Forum: Promoting Open and Fair Energy Markets

The Energy Transparency Forum was a resounding success, despite the difficult circumstances caused by the air alarms and continued bombings by Russia on Ukraine. The virtual gathering of energy experts and stakeholders, organized by Energy Club, the leading business community of energy companies in Ukraine, was held online on February 16, 2023. The event aimed to promote transparency and fair competition in the energy sector by discussing the relevance and implementation of the REMIT Regulation in Ukraine. This Regulation is crucial for ensuring fair competition and promoting innovation and investment in the energy sector.

The panels and speakers covered a wide range of topics, including the relevance of REMIT for transparent wholesale markets, the market perspective on REMIT, and the role of regulators in ensuring transparency in the energy market. The keynote speakers include Lisse Geert van Vliet, Vice President of Energy Club, and Dr. Janez Kopac, former Director of the Energy Community Secretariat. The speakers provided an overview of REMIT and its relevance for transparent wholesale markets in Ukraine.

The first panel discussion, "The Relevance of REMIT for Transparent Wholesale Markets," featured Oleksandr Havva, Director General of JSC Market Operator, Volker Zuleger, Head of the Market Information and Transparency Department at the Agency for the Cooperation of Energy Regulators (ACER), Nina Grall, Head of ECRB Section at the Energy Community Secretariat, Anzhelika Konoplianko, Deputy Chairman of the Antimonopoly Committee of Ukraine - State Commissioner, Olga Babiy from the National Commission for State Regulation in Energy and Utilities (NEURC), Agnes Leduc, Dounia Benchekroun, and Nimitz Ty from the French Energy Regulatory Commission (CRE) and Oleksiy Zakharchuk, Director of Regulatory Affairs at DTEK. The panellists shared their perspectives on the implementation of REMIT in Ukraine and its impact on wholesale energy markets.

The second panel discussion, "Market Perspective on REMIT," featured Ihor Bohachov, Chief Manager for Strategic Planning and Business Analysis at UEEX, Christian Baer, Secretary General at Europex, Oleksiy Kucherenko, MP, Deputy Chairman of the Verkhovna Rada Committee on Energy, Housing and Utilities, Jan Haizmann, Member of the Board at EFET, Inna Antipova, Legal Counsel at ENGIE Ukraine, Yevhen Natsvin-Stepanov, 1st Deputy Chairman of the Board of the Association of Energy Suppliers, Arsen Ilin, Commissioner at the National Securities & Stock Market Commission of Ukraine, Rafal Kawecki, REE Director of Commercial and Technical Systems at Transition Technologies Ukraine, and Leigh Hancher, Professor of Energy at the Florence School of Regulation. The panelists discussed the market perspective on REMIT and its impact on energy trading, liquidity, and market structure.

The Energy Transparency Forum was a big success, despite the challenging circumstances, and it was a testament to the resilience and dedication of the energy industry in Ukraine. The forum provided a platform for stakeholders to come together and discuss the most pressing issues facing the energy market, and it helped to promote a more open and transparent energy sector in Ukraine.
